Between 1992 and 1997, 17 people disappeared after being arrested by agents of the General Directorate for State Security Investigations.  Amongst the 17 who remain in custody were several men who were released soon after initial questioning. It was these men who eventually managed to contact the families of the missing persons to inform them that they had seen their loved ones at the Investigative Bureau Headquarters in Lazoghli, Cairo.

On 15 May 2009, Alkarama submitted a communication to the Working Group on Enforced or Involuntary Disappearances (WGEID) containing a list of the 17 people who were arrested between 1992 and 1997.

The list of current detainees is as follows:

Mahmoud Ahmed Badawi Fayed, born in 1969, and living in Tama, Sohaj District. He was last seen in the General Directorate for State Security Investigations, Investigative Bureau's Headquarters in Lazoghli, Cairo on 26 June 1992 (aged 27).

Abdallah Ibrahim, born in 1968, and living in Helwan, Cairo District, Egypt. He was last seen in the General Directorate for State Security Investigations, Investigative Bureau's Headquarters in Lazoghli, Cairo on 31 July 1992 (aged 24).

Majdi Mohamed Ali Mohamed Farghali, born in 1968, and living in Al Mahras, Al Minya District, Egypt. He was last seen in the General Directorate for State Security Investigations, Investigative Bureau's Headquarters in Lazoghli, Cairo on 18 October 1994 (aged 26).

Mohamed Abdessalam Ali Mohamed, born in 1970, and living in Malawi, Al Minya District, Egypt. He was last seen in the General Directorate for State Security Investigations, Investigative Bureau's Headquarters in Lazoghli, Cairo on 3 January 1995 (aged 25).

Sobhi Abdelhadi Abdelhakim), born in 1968, and living in Al Barsha, Al Minya District, Egypt. He was last seen in the General Directorate for State Security Investigations, Investigative Bureau's Headquarters in Lazoghli, Cairo on 21 January 1995 (aged 27).

Ahmed Bahloul, born in 1968, and living in Abou Qarqas, Al Minya District, Egypt. He was last seen in the General Directorate for State Security Investigations, Investigative Bureau's Headquarters in Lazoghli, Cairo on 1 July 1995 (aged 27).

Amer Fadl Abdelnaim, born in 1958, Ebchadat, Al Minya District, Egypt. He was last seen in the General Directorate for State Security Investigations, Investigative Bureau's Headquarters in Lazoghli, Cairo on 3 August 1995 (aged 37).

Mohamed Abdelmohsen, born in 1969, and living in Al Adwa, Al Minya District, Egypt. He was last seen in the General Directorate for State Security Investigations, Investigative Bureau's Headquarters in Lazoghli, Cairo on 5 August 1995 (aged 26).

Mostafa Fouad Abdelawad, born in 1959, and living in Ibshadat, Al Minya District, Egypt. He was last seen in the General Directorate for State Security Investigations, Investigative Bureau's Headquarters in Lazoghli, Cairo on 3 August 1995 (aged 36).

Sayed Ali Hassan, born in 1958, and living in Al Fikrya, Al Minya District, Egypt. He was last seen in the General Directorate for State Security Investigations, Investigative Bureau's Headquarters in Lazoghli, Cairo on 9 September 1995 (aged 37).

Imad Atifi Hammam, born in 1958, and living in Beni Habib, Al Minya District, Egypt. He was last seen in the General Directorate for State Security Investigations, Investigative Bureau's Headquarters in Lazoghli, Cairo on 25 February 1996 (aged 38).

Nabil Mohamed Ali Hassan Al Batouji, born in 1957, and living in Al Chamraoui, Bani Swif, Egypt. He was last seen in the General Directorate for State Security Investigations, Investigative Bureau's Headquarters in Lazoghli, Cairo on 7 July 1996 (aged 39).

Atef Suleiman, born in 1968, and living in Abou Qarqas, Al Minya District, Egypt. He was last seen in the General Directorate for State Security Investigations, Investigative Bureau's Headquarters in Lazoghli, Cairo on 1 September 1996 (aged 28).

Khaled Mohamed, born in 1970, and living in Mantout, Al Minya District, Egypt. He was last seen in the General Directorate for State Security Investigations, Investigative Bureau's Headquarters in Lazoghli, Cairo on 14 August 1996 (aged 26).

Nasser Khayri Shahata Al Mahdi, born in 1956, and living in Mantout, Al Minya District, Egypt. He was last seen in the General Directorate for State Security Investigations, Investigative Bureau's Headquarters in Lazoghli, Cairo on 14 September 1996 (aged 40).

Nasser Suleiman Yassin Abdenasser, born in 1972, and living in Al Kortobi, Al Minya District, Egypt. He was last seen in the General Directorate for State Security Investigations, Investigative Bureau's Headquarters in Lazoghli, Cairo on 5 July 1997 (aged 25).

Ahmed Chalkami, born in 1971 and living in Malawy, Al Minya district, Egypt. He was last seen in the General Directorate for State Security Investigations, Investigative Bureau's Headquarters in Lazoghli, Cairo on 16 November 1997 (aged 26).

Despite ceaseless efforts on the part of the families to gain confirmation of detention, they received no sign of their life from their sons. The families spoke with the authorities in Al-Minya district, where the majority of these arrests occurred, and also contacted the Prosecutor General, however it was all in vain.

Alkarama has requested that the Working Group intervene with the Egyptian authorities in these cases or at least present them to justice. 

Egypt ratified the International Covenant on Civil and Political Rights on 10 January 1982 and the Convention Against Torture on 25 June 1986. We must also recall that Egypt will be examined by the Human Rights Council's Universal Periodic Review process in early 2010. Alkarama intends to present a report in this regard.
